This is a long list of tour guides for many areas.
At the bottom of each page is a list prefectures that have listed Goodwill Guides. These are all free so my advice is contact them as early as you can. If you wait until you get to that area you might be too late. Many of these volunteer guides can be found at tourist information booths in tourist areas during that area's busy tourist season. So if you ask at the tourist information booth they might be able to give free tour guide information.
